The School Expense Subsidy System is a system to help pay for school supplies, school lunch fees, and other expenses in order to reduce the financial burden on the parents/ guardians of students attending Jinsekikogen’s municipal elementary and/or junior high schools.

1 Eligibility Requirements

Parents/ guardians with an address in Jinsekikogen who have children attending a municipal elementary and/or junior high school and for who at least one of the following conditions is applicable:

*For Reason 10, a decision will be made upon consideration of every family members’ income. The application will be approved if the income amount is below a designated amount.

*The standard approved income amount is subject to change in accordance with the National Livelihood Assistance Standard Amount’s reconsideration.

◇ In special circumstances where a family’s income drastically changes, such as when facing unemployment or natural disasters, and it becomes financially difficult to afford school expenses, it may be possible to receive some school expense subsidy benefits even if your previous year’s income has surpassed the approved income amount. Please feel free to contact us with any questions.

2 How to Apply

For those who wish to apply for the School Expense Subsidy, please get a “School Expense Subsidy Application Form (Including List of Family Members) from your child’s school, fill out the necessary information, stamp with your personal seal, attach the necessary supplementary documents, and submit to your child’s school. Please submit additional documentation if requested after submission. Please be aware that even if you received approval for the subsidy last year, you must apply each year for consideration.

◇ You may also need to provide additional certificates issued by your former village/town/ city if you have recently moved.

◯ Please be aware of the following points:

  •  If you do not already have all of the supplementary documents on hand, you may first submit the application form and then later send in the supplementary documents.
  •  If you have children attending different schools, submit the application form to the school of your eldest child.
  •  Applications are processed on a rolling basis. However, if you submit your application after the first approvals of the fiscal year (around May), then your subsidy benefits will not start until the month after you apply.

◇The School Entrance Supplies Fee subsidy is limited to families of first year elementary or junior high school students whose application was approved at the beginning of the fiscal year. If your application is approved after the start of the fiscal year, you will receive the School Supplies Fee subsidy and the School Commuting Supplies fee subsidy.

◇ If your application is approved after the start of the fiscal year, your subsidy will be allotted based on the months or days left in the fiscal year.
(The School Supplies Fee and School Commuting Supplies Fee subsidy amounts are allotted per month. The School Lunch Fees subsidy amount is allotted by day.)
The School Trip Fee and Field Trip Fees subsidies are provided for trips after your application’s approval.

◇ Only the School Trip Fee and Medical Care Fees subsidies are awarded for families receiving welfare payments.

◇ For the Medical Care Fees subsidy, a referral will be issued based on the medical check held at your child’s school. Please take this referral to a hospital or other medical institution and have your child seen by a physician. The Board of Education will pay the bill to the hospital or medical institution directly.

◇ If your address or eligibility requirements change, please contact your child’s school.

* “School illnesses” refers to the illnesses specified in Article 8 of the School Health and Safety Act. The following are “School illnesses:”

  •  Cavities  う歯(むし歯)
  •  Trachoma トラコーマ
  •  Conjunctivitis (Pink eye)  結膜炎
  •  Dermatophytosis (Athlete’s foot)  白癬(水虫)
  •  Scabies 疥癬
  •  Impetigo  膿痂疹(とびひ)
  •  Inflammation of the middle ear (Ear infection) 中耳炎
  •  Sinusitis (Inflammation of the sinuses) 副鼻腔炎
  •  Adenoid inflammation (Upper tonsil inflammation)  アデノイド
  •  Parasitic disease  寄生虫病

4 About the Special Needs Education Subsidy System

Students who are in special needs classes may be eligible for a different subsidy, the Special Needs Education Subsidy, regardless of whether they meet the eligibility requirements for the School Expense Subsidy. The School Expense Subsidy System and the Special Needs Education Subsidy System have different eligibility requirements and subsidy amounts.
